That, coupled with the fact that the sentence doesn't appear to really affect the implementation in any serious way, is why I don't think there is any clear limit drawn here on the possible extent of autonomy. They warned, quite clearly, that settling for a watered down text would lead to further watering-down by the time the text arrived in Madrid. They were obviously correct in their assessment, and even if only 10% of the proposed cuts actually took place, the truth is that the Estatut does not contravene the Spanish constitution.<br /><br />Cutting bits of it out at the behest of the PP was a pretty sordid bit of politicised law making.
